ELAN users: can you automatically segment a video into time chunks?

Suppose I want to code a video in 20 second bins. How do I automatically segment the video into segments of a certain length? I can see how one could keep using the key to make a lot of equal- sized chunks, but I want the video subdivided exactly in 20 second bins.

ELAN2split alows the segmentation of audio and transcript (see https://bitbucket.org/dcavar/elan2split) you could add another segmenter (instead of sox for audio) in the code and segment video this way.
