3 year old bilingual girl speech delay, desperate, want help!!!

I'm a Chinese mum and my family lives in Beijing. I finished my TESOL MSc degree in the uni of Edinburgh. Since my little girl was born in 2013, my husband and I keep talking to her in English while she's fully exposed in Chinese environment. However, she understands English much better than Chinese. She is 3 years old now but she does not speak at all. Sometime she mutters mama and dada. But that's all. So far she shows no sign of wanting to speak or communicate. She only comes to us when she wants something. What should I do now to get her to communicate? Really desperate! I believe in my theory that she could pick up the two languages herself. But now I'm not so sure.

Cold you please provide some further contextual info, regarding for instance schoolarization via kindergarden and / or any other kind of exposure to each language you can think of? That would be a start. Thanks in advance.

She joint kindergarten at 2 years and half, two hours a day. The teacher teaches them songs and has them play simple games, all in Chinese. At home, we talk to her in English about everything: food, sleep, health, discipline. tv, etc. The nanny at home, however, talks to her in Chinese.
